Cities counts incorporated municipalities we serve. We corrected this figure by counting only incorporated municipalities — previously it also counted planning commissions, county boards, and special districts as ‘cities.’ This is a definition fix, not a loss of coverage.
Coverage levels reflect structural data sources. Local-GC parity audits — which test whether a contractor's mental map of pre-permit activity matches what we surface — are conducted on a rolling basis.
